Car hire authorisation
Anyone who transports people in a hire car for a fee or for business purposes requires a licence. Economic benefits are also regarded as remuneration.
Description
Business registrations
You can register, re-register and deregister your business in connection with activities requiring a licence in the Commercial Motor Transport Department.
Change of registered office
You must notify the district administration department of a change of registered office within Munich. You must immediately submit the licence certificate and the extract to the licensing authority for reissue. A change of manager must also be reported to the licensing authority immediately.

In addition, to drive a hire car, a special
Driving licence for passenger transport (passenger transport licence)
is required. You can apply for this at the driving licence authority in your place of residence.
Required documents
- Identity card or passport
- Proof of professional qualification (e.g. examination certificate from the IHK)
- Proof of equity capital (at least 2250 euros for the first vehicle and 1250 euros for each additional vehicle)
- Clearance certificates from the social insurance institutions, city treasury, tax office and the professional association for vehicle maintenance
- Proof of a valid general inspection for the vehicles
- Rental agreement or proof of ownership of the business premises
- Proof of a parking space for each vehicle applied for
- for companies: Extract from the commercial register or shareholders' agreement
- Certificate from the insolvency court (at the local court)
- Proof of an inspection of the vehicles with regard to the requirements of the Ordinance on the Operation of Motor Vehicle Operators in Passenger Transport (BOKraft)
- List of personnel stating the date of entry into the company and the health insurance company
- Vehicle list
In the case of legal entities, the above-mentioned clearance certificates and the certificate from the local court must also be submitted by the legal representatives and the operations manager

- Certificate of good conduct
- Extract from the central trade register
- Information from the driving aptitude register at the Federal Motor Transport Authority
- Information from the enforcement portal of the federal states
Questions & Answers
In the case of non-German nationals (especially those from outside the EU), the legal provisions governing foreign nationals must be observed when taking up self-employment. Information can be obtained from the Foreigners Office.
If the applicant has a criminal record, disorderly financial circumstances, no place of business or other serious negative findings about the applicant, the licence may be refused.
