Registration for prostitutes
If you are working as a sex worker in Germany, you must register your activity in person before you start.
Description
The authority responsible for registration and for the advisory and information meeting is the one in the place where you intend to carry out the majority of your work. If you intend to carry out the majority of your work in Munich, you must register with the District Administration Office (KVR).
Registration certificate:
- If you are working in the sex industry, you must always carry your registration certificate, the certificate confirming that you have undergone health counselling, and a valid identity document.
- Working without a valid registration certificate constitutes an administrative offence. The fine can be up to 1,000 euros.
- You can also have an alias registration certificate issued. This certificate will show an alias of your choice instead of your name.
Important note
You will need to book an appointment to register under Section 3 of the Prostitution Act (ProstSchG).

Requirements
Health assessment:
Before registering, you must attend a health assessment at the Health Department. You will be issued with a certificate, which you must present when registering.
Eligibility to work:
If you are not a German national, you may need to comply with immigration regulations regarding taking up self-employment.
Depending on your nationality and residence status, you will need the appropriate authorisation to work in Germany. You can obtain information on this from the Service Centre for Immigration and Naturalisation (SZE) or the Specialist Information Centre for Immigration.
Required documents
- two recent passport photographs without a border (45 millimetres high and 35 millimetres wide)
- a valid identity card or passport, or an equivalent alternative document;
- where required: proof of authorisation to work in Germany
- the certificate confirming health counselling in accordance with Section 10(1) of the Prostitution Act (ProstSchG); for the first registration, this must not be more than three months old
- 35 euros for the registration certificate
- an additional 35 euros if you wish to obtain an alias registration certificate
Please note that we can only process your application for a registration certificate – and, where applicable, an alias registration certificate – if you bring all the necessary documents with you to your appointment.

Questions & Answers
If you are working in the sex trade in Munich, you must comply with the regulations regarding the restricted zone.
- In public places, you are generally not permitted to offer or engage in prostitution.
- Within the designated restricted zones, this ban also applies in private premises.
- Soliciting for prostitution is only permitted in designated solicitation zones.
- Violations may be penalised with fines and, in the event of repeated violations, may lead to criminal proceedings.
- In the event of repeated offences in certain areas of the restricted zone, a ban on entering or remaining in the area, enforceable by a daily penalty, may also be considered.
If you have lost your registration certificate or alias registration certificate, you can apply to us for a new certificate. The original period of validity remains unchanged. A fee of 35 euros applies for the issue of a replacement, for example in the event of loss or a change of name.
If your registration certificate was issued by us, you must notify us of any changes to your personal details – such as your name, nationality or address – within 14 days.
If you no longer work predominantly in Munich, you must register with the relevant authority in the place where you will be working predominantly in future.
The regulations governing prostitution vary from place to place. You should therefore find out about the regulations at your new place of work.
If you cease your work before your registration certificate expires, you do not need to deregister.
However, if you wish to receive confirmation that you have ceased your work or to have your data deleted early, please send us your registration certificate and, if applicable, your alias registration certificate, as well as the certificate confirming that you have attended health counselling. Please also let us know when you last worked in the sex industry.
Important: Any necessary notification to the tax office must be made separately.
