Register guard

Persons who carry out guarding tasks as employees are subject to mandatory registration.

Description

The following documents are accepted as proof of qualification:

a) for general security duties:

  • IHK certificate of training
  • Confirmation of employment in a security role with a security company as at 31 March 1996

b) for specialised security duties

  • Patrols in public transport areas or on premises with actual public traffic
  • Protection against shoplifters
  • Security at the entrance to nightclubs
  • Security duties at reception centres pursuant to Section 44 of the Asylum Act, as amended by the notification of 2 September 2008, of shared accommodation in accordance with Section 53 of the Asylum Act, or other properties and facilities used for the official accommodation – including on a temporary basis – of asylum seekers or refugees, in a managerial capacity
  • Security at large-scale events with restricted access, in a managerial capacity

The following is recognised as proof:

  • a proficiency examination (to be taken at the Chamber of Industry and Commerce) or
  • Evidence of at least three years’ uninterrupted security work in the security industry as at the reference date of 1 January 2003

c) The following examination certificates are recognised as proof of qualification across the entire scope of activities:

  • IHK-certified Plant Security Supervisor or
  • Security and Safety Specialist or
  • IHK-certified plant security specialist or
  • Service Specialist for Protection and Security
  • completion of a career progression examination from the intermediate police or prison service, customs (armed) – including the Federal Border Guard – and for military police in the Bundeswehr

Important note

Companies are obliged to register all persons who are to carry out guarding tasks on behalf of the company in the guard register in advance.

The security guard may only be deployed once authorisation has been granted.

Requirements

  • Reliability (personal suitability)
  • To check reliability, the authority will obtain an unrestricted information from the Federal Central Criminal Register, a statement from the police authority and, if necessary, information from the Office for the Protection of the Constitution.
  • At least 18 years of age or completed training in accordance with Section 16(1)(2) of the Guarding Ordinance
  • Professional qualification - for example, proof of training, a corresponding examination certificate or a certificate from a previous employer

Required documents

The following documents are recognised as proof of qualification:

a) for general guarding activities:

  • IHK certificate of instruction
  • Confirmation of a security activity at a security company on 31 March 1996

b) for special security activities, such as

  • Patrols in public traffic areas or in areas with domiciliary rights with actual public traffic
  • Protection against shoplifters
  • Guarding the entrance area of discotheques in the catering industry
  • Guarding reception facilities in accordance with Section 44 of the Asylum Act as amended on 2 September 2008, shared accommodation in accordance with Section 53 of the Asylum Act or other properties and facilities used for the official accommodation of asylum seekers or refugees, including temporary accommodation, in a managerial capacity
  • Guarding large events with protected access in a managerial capacity

is recognised as proof:

  • Expertise test (to be taken at the Chamber of Industry and Commerce) or
  • Proof of at least three years of uninterrupted guarding activity in the security industry as of 1 January 2003

c) Examination certificates are recognised as proof of qualification in the entire range of activities as

  • IHK-certified plant security foreman or
  • Specialist for protection and security or
  • IHK-certified plant security specialist or
  • Service specialist for protection and security

Completion of a career examination from the intermediate police or prison service, customs (with weapon) also in the Federal Border Guard and for military police in the German Armed Forces
