Driving licence - initial application

If you want to drive a motor vehicle on public roads, you need a driving licence. This is evidenced by your driving licence.

Notes on delivery/collection:

The driving licence is produced at the Bundesdruckerei in Berlin.

If the requirements are met, we will issue the test order to the responsible technical testing centre. For further information, please contact your driving school.

If you have applied for a driving licence for more than one category, you will have to take several tests. In this case, the driving licence cannot be issued in advance, but you will receive confirmation from the examiner that you have passed each test (theory and practice), which you must present to the driving licence authority in order to obtain a provisional driving licence immediately if required, with which you are permitted to drive in Germany.

If you have passed the driving test for a car or motorbike, the Munich Traffic Watch offers a free driving safety training course as part of the "Expert through experience" campaign (registration fee 25 euros). The initial issue of a driving licence can be applied for in writing or via our online service. The application form must be completed in full, signed and submitted with the required documents. By using the online application, you will speed up processing

Prerequisites

You are registered with your main place of residence in Munich and do not yet have a driving licence. The application can be submitted at the earliest six months before reaching the respective minimum age.

Required documents

For all driving licence classes

  • a colour copy of the page of your identity card, passport or foreign national passport showing your name, picture and ID number
  • biometric passport photo
  • Confirmation from the driving school you are registered with

For categories A, A2, A1, AM, B, BE, L, T:

  • Eye test certificate from an ophthalmologist or optician (sample or form available for download)
  • Proof of training in "first aid"

For the C classes:

  • Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
  • Certificate of medical fitness in accordance with Annex 5.1 of the Driving Licence Ordinance (form available for download).
  • Proof of training in "first aid"

For the D classes:

  • Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
  • Expert opinion from an officially recognised assessment centre or a company or occupational physician in accordance with Annex 5.2, which includes statements on resilience, orientation, concentration and attention performance as well as responsiveness
  • Certificate of medical fitness in accordance with Annex 5.1 of the Driving Licence Ordinance
  • Proof of training in "first aid"

Note on the period of validity of certificates:

Not older than one year at the time of application:

  • medical examination on health suitability
  • Expert opinion from an officially recognised assessment centre or an occupational health practitioner in accordance with Annex 5.2, which includes statements on resilience, orientation, concentration and attention as well as responsiveness.

Not older than two years at the time of application:

  • Eye test
  • Certificate of vision examination by an ophthalmologist or occupational physician

Without time limit:

  • First aid training

Questions & Answers

The application can be submitted at the earliest six months before reaching the respective minimum age. The minimum age required is set out in the Driving Licence Ordinance. For category B, for example, it is 18 years (or 17 years for accompanied driving)

The test application is generally valid for 12 months. If you successfully pass the theory test within this period, the validity will be extended by a further 12 months.
