Questions & Answers

The land utilisation plan regulates the distribution of building, green and open spaces as well as the distribution of the most important locations for public facilities such as schools, hospitals or sports facilities. It contains more than 600 individual areas.

No, the land use plan does not establish any building rights for property owners, but it does bind the City of Munich and other public planning authorities in subsequent decisions.

You can see the following long-term developments in the land utilisation plan, for example:

  • Is the mix of uses changing and in what direction?
  • Will new traffic or commercial areas be added or will they be reduced?
  • Will new green spaces be created or will connections to existing ones be improved?
  • Which vacant areas will be built on?
  • Will new public facilities be built in the neighbourhood?
  • Will new centres of settlement be created?

The land utilisation plan is the most important formal planning instrument for the long-term management of urban development.

The current land use plan of the City of Munich was drawn up in 1965 on the basis of the 1963 urban development plan in accordance with the planning objectives of the time. Since then, it has been amended in more than 600 individual areas or, on a large scale, in six sub-areas. Landscape planning has been integrated.
