Water licence - heat pump/ cooling system up to 50kW

If you operate a heat pump or cooling system and extract or infiltrate groundwater via wells, you will need a permit under water law.

Course description

In principle, groundwater-operated heat pumps or cooling systems are possible throughout the city. One exception is the Waldtrudering water conservation area.

Note: In the south of Munich, the groundwater is relatively deep (15 to 25 metres) and in districts such as Solln or Großhadern there is very little groundwater in some areas.

Prerequisites

The project comprises a groundwater heat pump or cooling system with an output of up to and including 50 kW. The property on which this is to be installed is located outside of contaminated sites entered in the land register and outside of water protection areas.

Required documents

All documents must be submitted digitally by e-mail and also in a single paper copy:

  • Informal letter of application
  • General site plan 1:25,000 with labelling of the property
  • Site plan 1:1,000 with locations of the wells and the heat pump or cooling system
  • If drilling has already taken place after drilling notification: Well development plans and geological layer profile with water table at rest Alternatively, if the wells have not yet been drilled: Anticipated layer profile and planned well development plan
  • Expert opinion from a private expert in water management (specialising in "thermal utilisation"). The information that must be included is set out in the information sheet under "Links and downloads". Alternatively, only in the procedure for renewing a permit: Confirmation by a private expert in water management (with the field of activity "thermal utilisation") after the on-site inspection of the system that the system complies with the requirements of the original decision and has no significant defects.

Generally up to 200 euros (depending on heating output and withdrawal quantity).

Anyone operating a groundwater heat pump or cooling system and thus pumping or infiltrating groundwater via a well requires a permit under water law.

Report tree damage (during construction work)

If trees are damaged without authorisation, owners or polluters can be obliged to restore or plant replacement trees.

Completion of the replacement planting

If you have felled a tree, a replacement planting may be required as compensation. The completion of this replanting must be reported.
