Application for authorisation according to § 11 Animal Welfare Act

In certain cases, you need a licence under the Animal Welfare Act to keep, breed, train or trade animals.

Course description

In order to protect animals from abuse and harm, only knowledgeable and trustworthy individuals may use animals for their own purposes. To ensure this as far as possible, a permit must be obtained from the municipal veterinary office in the following cases:

Activities requiring a permit

  • Keeping and breeding vertebrates or cephalopods for experimental purposes
  • Keeping and breeding vertebrates for the purposes specified in Section 6(1), second sentence, point 4
  • Keeping animals in an animal shelter or a similar facility
  • Keeping animals in a zoo or other facility where animals are kept and exhibited
  • Training dogs for the protection of third parties or operating facilities for this purpose
  • The sale or placement of such animals in return for payment or other consideration

Activities subject to authorisation where carried out on a commercial basis

  • Breeding or keeping vertebrates, except for farm animals and game kept in enclosures
  • Trading in vertebrates
  • Running a riding or carriage-driving business
  • Displaying animals or making animals available for such purposes (for circuses and travelling animal shows: see below)
  • Controlling vertebrates as pests
  • Training dogs for third parties or providing guidance on the training of dogs by the animal owner

Specifically for circus companies and other commercial travelling animal shows

  • for the commercial exhibition of animals

Specifically for animal markets

  • for the purpose of exchanging or selling animals by third parties
Important note

Important note

Anyone who does not have the required licence in accordance with Section 11 of the Animal Welfare Act, even though they are carrying out an activity that requires a licence, must expect a fine.

Prerequisites

The applicant's place of residence or place of business must be in the city of Munich.

Required documents

  • completed application form (see below)
  • a certificate of good conduct "for submission to an authority" (document type 0)
  • for commercial activities, information from the central trade register

When applying for the above documents, please note that the certificate of good conduct and extract from the central trade register will be sent directly to the City of Munich, KVR-III/41.

Duration and costs

Fees and charges

The licence under Section 11(1), first sentence, of the Animal Welfare Act (TierSchG) is subject to a fee. In accordance with tariff number 7.IX.10/2.3 of the Schedule of Fees under the Fees Act, the fee ranges from 150 to 2,000 euros.
