International driving licence (EU card driving licence)
If you already have an EU driving licence, you can apply for an international driving licence directly.
Course description
For many countries outside the European Union, you will need an international driving permit. There are two types of international driving permit:
- The international driving licence in accordance with Annex 8d to the Driving Licence Regulations (FeV) applies to the contracting states under the Vienna Convention of 8 November 1968 on Road Traffic and is valid for 3 years from the date of issue.
- The international driving licence in accordance with Annex 8c to the Driving Licence Regulation (FeV) applies to the contracting states under the International Convention on Motor Vehicle Traffic (Paris Convention) of 24 April 1926 and is valid for one year from the date of issue.
These are, in principle, only valid in the contracting states of the respective agreement.

It is not possible to issue an international driving licence under the 1949 Geneva Convention on Road Traffic.
Since 1 September 2002, you have needed a German EU card driving licence in order to apply for an international driving permit.
If you do not yet have a German EU card driving licence, you must apply for one before an international driving licence can be issued. You should submit your application for conversion well in advance of your planned stay abroad. Only once you have successfully converted to an EU card driving licence can you have an international driving permit issued.

If you already hold an EU card driving licence, you can submit your application online or in person; you may also authorise another person to do so on your behalf (with a written power of attorney and your identity card or passport). The authorised person must also be able to provide proof of identity.
Prerequisites
- You are registered as having your main residence in Munich.
- You have an EU driving licence issued in Germany (If you do not have a German EU driving licence, please refer to the explanations under Questions & Answers)

Please note that a digital passport photo (as a data matrix code) cannot be used.
A printed passport photo is required for personal visits and an image file for online applications.

We will let you know what requirements and special features you need to consider.
If you are banned from driving, you must surrender your international driving licence together with your national driving licence.

The international driving licence can only be issued once it has been exchanged.
If your driving licence was issued after 1.1.1999, you have an EU card driving licence. You will find the date of issue on the front under number 5. Paper driving licences (grey/pink) must be exchanged.
