Anyone wishing to set up raised beds on public land requires a special use permit.
Prerequisites
The person installing the raised bed must have a connection to the installation site (resident of the nearest building / own business in the building) or be able to nominate a sponsor for the raised bed. The sponsor must have a connection to the installation site and must inform the installer immediately of any damage or soiling in connection with the raised bed. Proof of occupancy can be provided by submitting a rental agreement, for example.
- Height of the raised bed 0.6 to 1.2 metres
- Maximum surface area 0.72 square metres
- Minimum distance between several raised beds 3 metres
- Edging made of weatherproof, stable material
- Street-side installation without anchoring in the ground
- A minimum passage width must be maintained on the pavement
The installation of a raised bed requires the approval of the district committee responsible for the district in question. Only after this approval will you receive written authorisation or rejection from the district inspectorate of the district administration department. To speed up the process, you can obtain the approval of the district committee before submitting the application and submit it to the district administration department together with the application.

Questions & Answers
Smaller objects such as watering cans may be placed on the pavement next to the flower bed for a limited period of time without prior authorisation. Care must be taken to ensure that this does not endanger road users, which is why cycle paths and driveways, for example, must be kept clear.
The installation of a water tank on public land is not covered by the raised bed licence. However, due to the reference to the installation site that must be proven (see above), a private water connection or private land should regularly be available nearby for installation.
Soiling on the raised bed and soiling in its surroundings caused by the raised bed must be removed immediately by the licence holder.
In principle, annual licences are issued on a calendar basis. This means that the permit allows installation until 31 December of the respective year at the latest. However, you can of course also apply for a shorter period, for example. You can also apply for a follow-up authorisation for the following year. If a raised bed has already been authorised and an application is made for further installation, the administrative fee is at least 15 euros instead of 30 euros.
