Promotion of individual measures (BEG-linked) (FKG)

Applications are processed in the order in which the authorisation forms are received.

Documents are currently reviewed within one month, provided that the corresponding application for energy-efficiency renovation advice has already been approved.

If the review reveals that documents are still missing or requirements have not been met, you will be given the opportunity to rectify the situation. In this case, you will receive a message via the grant portal asking you to submit all the necessary supporting documents in full within a reasonable timeframe.

Once the review of an application has been completed, a funding decision will be issued. The funding will be paid out eight to ten weeks after the funding decision has been delivered digitally via the funding portal.

The construction project must be completed within three years of the application being submitted, and the supporting documents (statement of expenditure) must be uploaded.

An extension of the deadline from three to five years can be applied for online via the grant portal.

Individual measures are only eligible for funding if a positive funding decision has been issued for the energy-efficiency renovation consultancy. The applicant bears the risk of non-compliance with the specified funding conditions and the resulting exclusion from funding. In accordance with the current administrative practice of the City of Munich, no funding can be granted for individual measures if funding for the energy-efficiency renovation consultancy has been refused. This has consistently been the case in similar situations in the past.

• Must the individual measures applied for under the FKG be implemented exactly as described in the FKG’s energy renovation report, or is it permissible to deviate from this?
  

The following deviations from the individual measures applied for in the energy-efficiency renovation consultancy are not an issue:

• Minor deviations in the content of the relevant measure, provided that the target standard remains achievable
• Exceeding the requirements of the relevant measure
• Changes to the order of measures
• Changes to the timing of the measures

Under the FKG, the bonus for specialist energy planning and construction supervision can only be granted in conjunction with an applied-for/funded package of individual measures.

A grant covering 20 per cent of the professional fees for the energy planning and construction supervision services is provided. The grant is limited to a maximum of 1,000 euros per building project for single-family and two-family houses and a maximum of 400 euros per residential unit for residential buildings with three or more residential units, subject to a cap of 4,000 euros per application.

The FKG funding for individual measures, including the bonus for specialist planning and construction supervision, may be combined by the City of Munich with state or federal funding for the same measure. The total of federal and municipal funding is capped at 60 per cent of the eligible costs for all funded measures combined. The City of Munich reserves the right to reduce the funding amount accordingly should the 60 per cent limit be exceeded.

The City of Munich does not make any recommendations regarding individual energy consultants. The ‘German Energy Agency’, with its list of experts, acts as a neutral accreditation body.

In Bavaria, the ‘Bavarian Chamber of Architects’, the ‘Bavarian Chamber of Civil Engineers’ and the ‘GIH e.V.’ (the Association of Building Energy Consultants in Bavaria) also provide lists of energy consultants.

Please note that when applying for funding for ‘Energy Renovation Advice’, the energy adviser’s qualifications must meet the requirements of the FKG Directive.

If no energy efficiency expert was involved in the application for federal funding, then no Technical Project Certificate (TPN) needs to be submitted. In this case, the ‘Specialist Contractor’s Declaration for Heat Generation Systems – Heating Technology’, which was submitted to the BEG, is sufficient. In this case, the form ‘Declaration on Individual Measures’ or ‘Declaration on Heating System Replacement’ may also be signed by the applicant themselves.

​Grant applications submitted to the federal government in accordance with the BEG EM guidelines of 9 December 2022, where the application date falls within the period from 1 January 2023 to 31 December 2023 will, as a gesture of goodwill, be granted the opportunity to submit a grant application for FKG-EM. Here too, the prerequisite is that no contract for the measure has yet been awarded.
