Promotion of efficiency measures (BEG-linked) (FKG)

If you are planning efficiency measures in an existing residential building, you can apply for a subsidy.

Course description

Funding is available for measures on the building envelope and systems technology (except heating) of existing residential buildings as individual measures or packages of measures.

For applications submitted after 31 July, the following applies: only buildings that have energy efficiency class E, F, G or H based on a calculation of requirements prior to refurbishment are eligible for funding.

The subsidy rate for all individual measures on the building envelope and system technology is

  • 15 percent of the eligible costs in accordance with the BEG if the FKG application was submitted up to and including 1 September 2024.
  • 10 percent of the eligible costs in accordance with the BEG if the FKG application was submitted from 2 September 2024.

Note on BEG coupling

For the same measure, an application must be submitted to BAFA or KfW for the federal subsidy for energy-efficient buildings - individual measures (BEG EM).

Prerequisites

Here are the most important points in brief.

The following construction measures can be subsidised:

  • Individual measures on the building envelope
  • system technology (except heating)
  • Heating optimisation

The following applies to the Climate Neutral Buildings (FKG) funding programme:

  • Funding is only available for buildings within the city limits of the City of Munich.
  • The applicant is responsible for the investment costs. This means that all orders, invoices, etc. must be issued to the applicant and paid from their bank account. The funding amount is paid out exclusively to the applicant's bank account.
  • The principle of "funding application before order" is mandatory for the application. No contract for the measure may have been awarded yet. If an order has been placed with the companies carrying out the construction work for which the application is to be made, this will prevent FKG funding!
  • Among others, building owners and equivalent persons, for example usufructuaries, are eligible to apply. Further information on the group of applicants can be found under "Questions & Answers".
  • The application must be submitted exclusively online in the municipal funding portal.

The following also applies to efficiency measures:

  • Measures can only be subsidised for existing buildings.
  • These measures are part of a building-specific energy consultation that was created with the help of an individual renovation roadmap (iSFP). The iSFP must outline a step-by-step refurbishment programme that will achieve at least energy standard EH55 by 2035 at the latest once all measures have been implemented. The requirements of the BEG EM apply to listed buildings. Further information can be found under "Questions & Answers".
  • The measures are linked to funding from the "Guidelines for Federal Funding for Efficient Buildings - Individual Measures (BEG EM)". FKG funding is only possible if the same measures have been successfully subsidised by the federal government (BEG EM).
  • Applications can only be submitted for an entire building, not for individual residential units.

Required documents

After completion of the construction project(s), the following documents must be uploaded. In the funding portal, uploading these documents is called "Submit proof of use":

If the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.

  • Proof of authorisation to apply. Example: A private individual submitting the application themselves must upload their ID. For WEG, see WEG subpage.
  • Notification of federal funding
  • "Technical project report" (TPN) on the implementation of the subsidised project and the eligible costs of the federal subsidy
  • Invoices for the expenditure incurred
  • Declaration of efficiency measures form
  • Consultancy documents "My refurbishment roadmap" and "Implementation guide for my measures"
  • for listed buildings: evidence of the relevant listed building requirements and the listed building licence

Duration and costs

Processing time

After submitting the application and receiving the notification in the funding portal with the subject "The measure(s) applied for may be commissioned", the construction measure can be implemented. The construction measures applied for must be completed and the documents (proof of utilisation) uploaded within a period of three years. An extension of the deadline from three to four years can be applied for online via the funding portal. For applications submitted before 11 June 2025, the deadline can be extended to five years.

Applications are processed in the order in which the utilisation references are received. The documents are currently checked within one month. Please refrain from enquiring about the processing status. If it is determined during the review that documents are missing or requirements have not been met, there is the possibility of rectification. In this case, you will receive a notification in the funding portal with a request to upload the necessary evidence within a reasonable period of time.

For all notifications received in the funding portal, you will also receive a notification by e-mail to the e-mail address provided during registration.

Once the review of an application has been completed, a notification will be issued. The funding will be paid out eight to ten weeks after receipt of the funding decision.

Fees and charges

There are no fees.

Questions & Answers

owners and equivalent persons (e.g. leaseholders, persons entitled to usufruct) of the property, part of the property, building or part of the building on or in which the measure is to be implemented, as well as contractors, are eligible to apply.

The application is submitted by a representative of the WEG. the "applicant" is the WEG itself. The WEG bears the costs. The invoice must be issued to the WEG. You can find detailed information on the WEG subpage.

The conclusion of supply and service contracts before the application is submitted is exceptionally unproblematic if a condition precedent or condition subsequent is agreed that expressly refers to the reservation of the FKG funding from the Department for Climate and Environmental Protection of the City of Munich.

Supply and service contracts with a condition precedent or condition subsequent must be submitted unsolicited with proof of utilisation.

The construction measures must be realised after the application has been submitted.

Yes, a building-specific energy consultation in the form of an individual refurbishment roadmap must be available at the time the FKG application is submitted.

According to the FKG guideline of 7 May 2024, building-specific energy advice in the form of an individual renovation roadmap (iSFP) must be available at the time of the submitted application and must meet the following requirements
  1. Presentation of a step-by-step refurbishment.
  2. Preparation of an energy-efficient refurbishment concept in which one of the following energy standards (target energy standard) is achieved by 2035 at the latest:
    EH55, EH 55 EE, EH 55 NH, EH 40, EH 40 EE, EH 40 NH in accordance with the BEG-WG.
    Note: For listed buildings, the energy standard "Denkmal, "Denkmal EE" or "Denkmal NH" applies in deviation from the above-mentioned energy standards.
  3. The measure applied for in the FKG must be included in the iSFP.

An originally prepared iSFP that does not contain the above requirements can be supplemented by an EEE in such a way that the requirements are met. The iSFP does not have to be submitted together with the proof of use, but the energy consultant confirms that it is available and fulfils the requirements of the FKG using the form Declaration of EM efficiency measures


The following energy consulting reports are considered iSFPs in the FKG:

  • All iSFPs that were created from 19 January 2024 or will be created in the future and meet the above criteria
  • Energy consultant reports that were applied for and funded as part of the "Energy-related refurbishment consultation" in the FKG between 20 July 2022 and 18 January 2024
  • "Energy-related refurbishment consultations" in the FKG that were rejected for formal reasons (e.g. order before application), where the energy consultation report fulfils the above requirements.
  • Energy consulting reports for "Energy-related refurbishment consulting" that were applied for in the FKG but not funded for content-related reasons can be supplemented by an EEE in such a way that they fulfil the above requirements.
  • The iSFP must not have been prepared before 1 November 2020. (Entry into force of the Building Energy Act)
  • An originally created iSFP that does not contain the above-mentioned requirements can be supplemented by an ESPD in such a way that the requirements are met.

funding applications that were submitted to the federal government in accordance with the BEG EM guideline dated 9 December 2022 and whose application date is between 1 January 2023 and 31 December 2023 will be granted the opportunity to submit a funding application for FKG-EM as a gesture of goodwill. Here too, the prerequisite is that no order has yet been placed for the measure.

the City of Munich does not recommend individual energy consultants. The "Deutsche Energie-Agentur", with its list of experts, is a neutral accreditation body.

In Bavaria, the "Bayerische Architektenkammer", the "Bayerische-Ingenieurkammer-Bau" and the "GIH e.V.", the association of building energy consultants in Bavaria, also offer lists of energy consultants.

The construction of new conservatories is not eligible for funding as part of the individual measures/efficiency measures. The renovation or replacement of existing conservatories is subsidised under the measure "Replacement of windows and doors" in the FKG, provided that the additional requirement "Replacement of all windows or doors" (with the exception of existing windows and doors with which the EH 55 standard according to iSFP can be achieved) is met.

Analogous to the regulations for BEG funding, the funding principle of "application before commissioning" is not mandatory for the bonus measure "Specialist energy planning and construction supervision for BEG-linked measures". This means that specialist planning services may be commissioned before the application is submitted in the FKG. This applies to proof of use that is checked from 6 September 2024. The main measure may still not be commissioned before the application is submitted.

A breach of the funding principle "application before commission" for the main measure will result in the simultaneous rejection of the bonus measure.

A house number is defined as the minimum unit. The subsidy is paid out if the components within the unit are considered in their entirety, i.e. all windows must be replaced or all exterior walls insulated. Several units that are structurally connected can be applied for either individually or together.
