Individual type approval for vehicles without registration

You require an operating licence for vehicles or trailers on public roads that are not subject to registration and do not require a licence plate.

Course description

certain vehicles or trailers are exempt from registration and do not require a licence plate. These are, for example, mopeds, small electric vehicles, self-propelled machines, special trailers for sports purposes or trailers for agricultural and forestry equipment. However, you need a valid operating licence before you are allowed to use these vehicles or trailers on public roads.

In most cases, the manufacturer issues the operating licence in the form of a general operating licence or EU operating licence; if this is available, you do not need to make any further arrangements; if no operating licence is available or if it has become invalid due to a technical modification, the vehicle registration office will issue you with an individual operating licence.

Prerequisites

  • You are registered as having your main residence in Munich.
  • For legal entities, commercial enterprises, traders: Munich is the place of business (head office or branch office)

Required documents

You must bring the following documents with you to the appointment:

  • Valid identity card or passport
  • For legal entities, companies and associations: Extract from the commercial or association register (not older than 3 years from issue) and business registration
  • Full certificate from officially recognised experts in accordance with §21 StVZO
  • For new vehicles: Manufacturer's certificate of origin or confirmation from the manufacturer that the new vehicle was delivered without a certificate of origin
  • In the case of representatives: additionally a written power of attorney (original) as well as ID of the authorised representative (original) and ID of the person granting the power of attorney (copy).

In justified cases, the licensing authority can provide information about the owner or the third-party liability insurance of a vehicle.

You must report technical modifications to your vehicle to the vehicle registration authority so that they can correct the vehicle documents.
