General licence for alternative practitioners

A licence in accordance with the Heilpraktikergesetz (Heilpraktiker Act) is required to practise medicine without a licence.

Description

In order to practise medicine without a licence to practise, a licence is required in accordance with the Heilpraktikergesetz. In principle, the practice of medicine includes any professional or commercial activity to diagnose, cure or alleviate illness, suffering or physical injury in humans, even if it is carried out in the service of others.

In order to take up work as a non-medical practitioner, you must go through the following procedure:

  1. Application
  2. You submit your application for a Heilpraktiker licence to us with the required documents.

  3. Registration for the written knowledge check
  4. There are two examinations per year: On the 3rd Wednesday in March (registration deadline: 01 July of the previous year to 15 December of the previous year) and on the 2nd Wednesday in October (registration deadline: 01 January of the same year to 15 June of the same year)

  5. Invitation to the written knowledge test
  6. Invitations to the written knowledge test are sent out by the public health department at least two weeks before the test date.

  7. Examination day
  8. A valid identity card or passport must be presented on the day of the knowledge check. The contents of the examination can be found in the current guidelines for the examination of alternative practitioners dated 22 March 2018

  9. Oral examination
  10. The oral examination dates begin at the earliest three weeks after the written part of the knowledge test. The invitation with details of the date and location will be sent in writing by the public health department as soon as possible.

  11. Notice of authorisation
  12. Once you have passed the oral examination, you will receive a letter of authorisation. If you fail the written or oral examination, you will receive a written notice of refusal.

  13. Establishment
  14. You must notify the public health department (meldestelle-ihm.gsr@muenchen.de) of the actual self-employed practice or opening of a practice no later than the day of opening or commencement of activities. Anyone who fails to comply with the statutory reporting obligation is committing an offence and may face a fine of up to 2,500 euros.

The number of participants in the alternative practitioner examination is limited. In principle, all complete application documents will be considered after receipt of the application until the maximum number of participants has been reached.

Foreign application documents may have to be translated after consultation with the health authority.

Prerequisites

  • You are registered with your main place of residence in the city of Munich or are setting up as a non-medical practitioner in the city of Munich for the first time.
  • You have reached the age of 25.
  • You have completed at least an elementary or secondary school education
  • You have not been convicted of any serious criminal or moral offences.
  • You are medically fit to practise as a non-medical practitioner.
  • You have successfully passed a written and oral knowledge test.

Required documents

You must submit your application with all the necessary documents to us by e-mail or post. A personal visit is not possible. Incorrect information may result in the refusal or, should it arise at a later date, the cancellation of the previously granted permit.

The following documents must be submitted as a PDF file or as a copy:

  • Application form
  • Curriculum vitae
  • Identity document: identity card or passport. If you are not an EU national, please also enclose your residence and work permit.
  • Proof of education: Secondary school leaving certificate or equivalent or higher proof of education.
  • Certificate of good conduct: Apply for a certificate of good conduct for submission to an authority (document type "BO") no earlier than 3 months before submitting your application for a non-medical practitioner licence to the district administration department. The certificate of good conduct will then be sent to us automatically. Enclose the receipt issued by the district administration department with your application for a non-medical practitioner licence.
  • Medical certificate: The certificate must show that you are medically fit to practise as a non-medical practitioner. The examination must not have been carried out more than three months ago at the time of application.
  • Declaration of first-time commencement of work as a non-medical practitioner in Munich: If your official place of residence is not in the city of Munich, please enclose your tenancy agreement, employment contract or other documents proving that you are practising as a non-medical practitioner in Munich.
  • Confirmation of the accuracy of submitted documents (form)

Duration & Costs

Processing time

For organisational and procedural reasons, the examination procedure is usually completed no later than approx. 6 months after the application deadline.

Fees

If you pass the written examination, you will only receive a request for payment of currently approx. 900 euros after the oral examination (regardless of whether you pass the oral examination or not).

The costs are made up as follows:

  • Processing and notification fee: 200 euros
  • Fee for the knowledge check: 500 euros
  • Fee for postal delivery order: 2.49 euros
  • Expense allowance for the legally required assessors plus pro rata travelling expenses: at least 60 euros
  • Expenses (including examination rooms): approx. 100 euros
  • Decorative certificate (optional): 30 euros

If you fail the written examination, you will receive your rejection notice together with
a request for payment of currently approx. 600 euros.

If you withdraw your application, we will charge you a processing fee of 150 euros.
