Registration for prostitutes

If you are engaged in prostitution in Germany, you must register before starting your activity. You do not have to register a business.

Description

You must register in person with the authority responsible for the place where you intend to carry out most of your work. For the city of Munich, this is the district administration department.

Restricted area

When practising prostitution in Munich, the restricted area must be observed:

It is generally forbidden to offer and practise prostitution in public. In the restricted areas, the ban also applies to private premises. The solicitation of prostitution is only permitted in the expressly designated solicitation zones outside the restricted area.

If you work in a prohibited area, this is an administrative offence and you will have to pay a fine. If you repeatedly work in a prohibited area, criminal proceedings will be initiated against you.

When you are working, you must always carry the registration certificate and the health counselling certificate with you, as well as a valid identity document.

If you work without a valid registration certificate, this is an administrative offence. The fine can be up to 1,000 euros.

Special features

You can also have an alias registration certificate issued. This certificate contains an invented name instead of the real name.

Prerequisites

Health counselling

You must attend a health counselling session before registering. This takes place at the Health Department in Munich.

Health Department

Appointments can only be made by telephone.

You will receive a certificate of the health counselling. You must present this certificate when you register. The certificate of health counselling must not be older than three months at the time of first registration. You must pay a fee of 35 euros for the issue of this certificate.

Non-German nationals

In the case of non-German nationals (especially those from outside the EU), you may have to comply with the legal regulations on foreign nationals when taking up self-employment. Information can be obtained from the Foreigners Office.

Foreigners Office Munich

An information and counselling interview will be held at the time of registration. Interpreters are available for this purpose. If you need an interpreter, there are no additional costs for you.

Required documents

  • Two recent passport photos without borders (45 millimetres high and 35 millimetres wide)
  • Identity card or passport, or a corresponding replacement document (work permit for Germany, if applicable)
  • Proof of health counselling according to § 10 paragraph 1 ProstschG. Please note: This must not be older than three months when you register for the first time

Processing time

Usually 60 to 90 minutes. You will receive your registration certificate immediately

Fees

35 euros for the registration certificate and, if applicable, plus 35 euros for an alias registration certificate.

A fee of 35 euros will be charged for replacement certificates (loss, change of name).

Questions & Answers

If you have lost your registration certificate or alias registration certificate, you can apply for a new certificate from us. This does not change the period of validity.

    If your personal details (name, nationality, address) change, you must inform us within 14 days of us issuing the registration certificate.

      • If you decide that you no longer want to work mainly in Munich, you must register where you will be working mainly in the future.
      • Prostitution is regulated individually in many municipalities. You must inform yourself about the respective local regulations.

      • If you decide to stop working in prostitution in Germany before the expiry date, please send us the registration certificate and, if applicable, the alias registration certificate as well as the certificate of health counselling and let us know when you last worked in this sector. We will confirm your deregistration in writing.
