If you would like to invite a person who requires a visa to visit you or allow them to stay for a long period of time, you can submit a declaration of commitment

You must pay the following for the person entering the country:

  • All living expenses that they cannot cover themselves
  • Reimburse the state for all social security benefits incurred (such as housing or medical care in the event of illness)
  • Any costs incurred should the authorities return the person to their home country

Prerequisites

As a host, you must have your main residence in Munich and have a regular, attachable income.

You may only submit a declaration of undertaking if you can provide evidence of your financial capacity. When assessing your financial capacity, particular account must be taken of the garnishment exemption limits under Sections 850 et seq. of the Code of Civil Procedure (ZPO), including any existing statutory maintenance obligations.

Proof of financial standing for short-term stays

Proof of financial solvency is successfully demonstrated by providing evidence of income if the portion of earned income that is subject to attachment under Section 850c of the Code of Civil Procedure (ZPO) amounts, for each adult guest, to half the standard rate of the subsistence allowance and, in the case of accompanying children, a quarter of the standard subsistence allowance per child.

Examples:

You are married and have a maintenance obligation towards two minor children, and you wish to invite your parents to visit

Amount subject to attachment: 281.50 euros per invited guest, i.e. 563 euros for two people.

To issue the declaration of undertaking, you must have a net income of at least 4,730 euros. This income may be demonstrated by one spouse alone or by both spouses jointly.

You are single with no minor children and would like to invite an adult to visit

Garnishment amount: €281.50

To have the declaration of undertaking issued, you must have a net income of at least 1,990 euros.

You are a single parent with maintenance obligations towards a minor child and wish to invite your sister or brother, who has a minor child, to visit

Garnishment amount: €281.50 plus €140.75 for the child, making a total of €422.25 for two people.

To obtain the declaration of financial responsibility, you must have a net income of at least 3,030 euros.

Proof of financial standing for stays for the purposes of study / preparation for study / job seeking / further education

Creditworthiness is successfully demonstrated by providing proof of income if the garnishment amount of 992 euros is available from the garnishable portion of your earned income in accordance with Section 850c of the German Code of Civil Procedure (ZPO).

Proof of creditworthiness for seeking an apprenticeship / applying to study / undertaking procedures for the recognition of foreign professional qualifications

Proof of financial standing is successfully provided by submitting evidence of income if the garnishment amount of 1,091 euros is available from the garnishable portion of earned income in accordance with Section 850c of the German Code of Civil Procedure (ZPO).

Proof of financial standing for stays involving training

Proof of financial standing is successfully provided by submitting evidence of income if the amount subject to attachment, amounting to 959 euros, is available from the attachable portion of earned income in accordance with Section 850c of the German Code of Civil Procedure (ZPO).

Proof of creditworthiness for stays under the ‘Chancenkarte’ scheme

Proof of creditworthiness is successfully demonstrated by providing evidence of income if the amount subject to attachment, totalling 1,027 euros, is deducted from the attachable portion of earned income in accordance with Section 850c of the German Code of Civil Procedure (ZPO).

​Special provision for long-term stays: If you hold a temporary residence permit for Germany, it must remain valid for longer than the duration of the obligation (5 years).

Information for legal entities

Legal entities based in Germany may also submit a declaration of commitment (in the same way as companies). Please contact us via the contact form to enquire about the necessary documents.

​If you wish to submit a declaration of commitment, you must visit us in person. To do so, you will need to book an appointment, which you can arrange online. If you cannot find a free slot straight away, there is no need to worry.

We also release further appointments daily on Mondays, Wednesdays and Fridays at 7.30 am, and on Tuesdays and Thursdays at 8.30 am, updated daily. Please only check the calendar from these times onwards; otherwise, the appointments will not be visible to you.​

If you meet all the requirements for submitting a declaration of commitment, you can collect it directly at your appointment.

When are the documents still up to date?

A tax assessment notice should generally not be older than 2 years. The payslip should not be older than 3 months.

Note:

The documents submitted (such as proof of identity and language certificates) will be checked for authenticity. Further documents may be required in individual cases.

The following information is required from the person invited from abroad:

  • Surname, first name(s)
  • Date of birth, place of birth
  • Nationality
  • Residential address in home country
  • Copy of passport (digital form is sufficient)
  • Date of expected entry/ start of the obligation

Note

  • The documents submitted (such as proof of identity and language certificates) will be checked for authenticity. Forgeries will be reported to the police.
  • Further documents may be required in individual cases.

This includes the notarisation of the signature of the person providing the undertaking.

If a declaration of sponsorship is submitted by several sponsors, the fees must be charged according to the number of sponsors, i.e. if there are two sponsors, the fees must be paid twice.

The fees are also charged if creditworthiness cannot be proven.

Available payment methods

Questions & Answers

You must send the declaration of commitment (in the original) to the invited person. They must then present the original to the German embassy or consulate in their home country for the visa. They also need travel health insurance for Germany. They must present the original insurance certificate. Travel health insurance can be taken out abroad or by you in Germany.

A declaration of commitment can only be cancelled if you can find another person to take on your commitment or the person invited can prove that their livelihood is secured in another way. The Service Agency for Immigration and Naturalisation must be notified of the revocation in writing. As long as the invited person is unable to provide new and sufficient funding, you are still obliged to cover the costs incurred.

The declaration of commitment is generally recognised by the German diplomatic mission abroad for up to 6 months after it is issued .
