Passenger transport licence - Application

Anyone wishing to transport passengers commercially by taxi, hire car, scheduled and excursion services or on demand needs a passenger transport licence.

Description

Please note:

A driving licence for passenger transport is not required for motor vehicles, with the exception of taxis, if the driver is in possession of category D or D1.

Please note:

Amendments to the Passenger Transport Act came into force on 1 August 2021. This will result in significant changes for the acquisition of passenger transport licences:

  • The successful passing of the local knowledge test for taxi drivers as a prerequisite for obtaining a passenger transport licence in accordance with Section 47 (4) No. 7 FeV has been abolished.
  • Proof of specialist knowledge is required for new passenger transport licences for taxis, hire cars and bundled on-demand transport. The contents of the certificate of professional competence have not yet been determined; the following transitional regulation applies for the time being:
    • The driving licence for passenger transport (for taxis, hire cars and bundled on-demand transport) will be issued for a limited period of three years ( instead of five years as previously).
    • The driving licence for passenger transport for taxis, hire cars and bundled on-demand transport is issued subject to the resolutory condition that it expires if the holder does not submit the confirmation of proof of professional competence within one year of commissioning the appropriate body to provide proof of professional competence. The start of the one-year period is based on the date of authorisation.
  • Extensions of the driving licence for passenger transport - such as from taxi to hire car - are treated as new applications; in this case, proof of professional competence must be provided.

You can apply for a passenger transport licence in writing or online. To apply in writing, you must complete the application form, sign it and send it to us with the required documents.

Prerequisites

  • You are registered as having your main residence in Munich.
  • You are at least 21 years old.
  • You have a card driving licence. If you still have an EU card driving licence issued by another EU/EEA member state, you must exchange this for a card driving licence. Please also note the information under "Applying for an EU/EEA driving licence conversion"
  • If you still have an old driving licence (grey or pink), you must first apply for a card driving licence. Please also refer to the information under "Exchange for a card driving licence".

Required documents

  • Copy of identity card or passport
  • german card driving licence, if you still have an EU card driving licence issued by another EU/EEA member state, you must first exchange it for a German card driving licence. Please also refer to the information under "Applying for an EU/EEA driving licence conversion".
  • only if you still need to apply for the card driving licence: biometric passport photo
  • Proof that you have a class B driving licence (old class 3) (for at least two years in the last five years)
  • Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
  • Certificate of a medical fitness examination, either by an officially recognised examination centre for driving fitness or by a company/occupational physician
  • For taxis, hire cars, bundled on-demand transport: proof of expertise

Period of validity of certificates:

  • Not older than one year at the time of application:
    Examination of health suitability by an officially recognised examination centre for driving suitability or by a company/occupational physician
  • If the application is not older than two years:
    Examination of eyesight by an ophthalmologist or occupational physician

The City of Munich is subsidising the purchase of electric taxis. Applications for the new e-taxi subsidy programme can be submitted from 1 January 2024.
