Promotion of new building standards & passive house (FKG)

Description

Funding is available for the construction of new residential buildings to the EH 40 efficiency house standard or passive house standard, as well as the refurbishment of residential buildings to the passive house standard or EnerPHit standard.

A maximum of 60 per cent of the investment costs (building-related for building construction and systems engineering) are eligible for funding.

The subsidy amount is calculated according to the living space and is capped at a certain maximum amount per residential unit. The subsidy rates and maximum amounts per residential unit vary depending on the standard achieved and are between 240 and 300 euros per square metre of living space and between 24,000 and 30,000 euros per residential unit.

  • EH 40, EH 40EE, EH 40NH and EH 40Plus
  • Passive House Premium, Passive House Plus, Passive House Classic
  • EnerPHit Premium, EnerPHit Plus, EnerPhit Classic (for existing buildings)

Prerequisites

You have submitted an application by 09.12.2024.

Required documents

No documents are required when submitting an application.

If the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.

After completion of the measure(s), the proof of utilisation must be created in the funding portal and the necessary documents uploaded to the funding portal.

Processing time

After submitting the application and receiving the notification in the funding portal with the subject "The measure(s) applied for may be commissioned", the construction measure can be implemented. The construction measures applied for must be completed and the documents (proof of utilisation) uploaded within a period of three years. An extension of the deadline from three to five years can be applied for online via the funding portal.

Applications will be processed in the order in which the proof of utilisation is received. If it is discovered during the review that documents are missing or requirements have not been met, it is possible to rectify the situation. In this case, you will receive a notification in the funding portal with a request to upload the necessary evidence within a reasonable period of time.

Once the review of an application has been completed, a notification will be issued. The funding will be paid out eight to ten weeks after receipt of the funding decision.

Questions & Answers

For the purposes of FKG funding, "socially subsidised housing" is defined as all new buildings where at least 50 percent of the living space is built in accordance with the criteria of the income-oriented subsidy (EOF) or the Munich Model (MM) from the housing policy action programme "Living in Munich".

in the case of condominium owners' associations (WEG), the application is submitted by the property management. The resolution of the WEG on the application to the FKG regarding the measure(s) to be applied for must be submitted with the proof of utilisation.

  • Yes, the addition of a storey to an existing building (with one or more complete residential unit(s)) can be subsidised as a new-build standard and passive house.
  • The refurbishment of the existing building can be subsidised via individual measures or refurbishment standards (BEG-linked). Separate funding applications are required for this.

Similar to the regulations for BEG funding, the funding principle of "application before commissioning" does not have to be adhered to for the bonus measure "Specialist energy planning and construction supervision for BEG-linked measures". This means that specialist planning services may be commissioned before the application is submitted in the FKG. This applies to proof of use that is checked from 6 September 2024. The main measure may still not be commissioned before the application is submitted.

A breach of the "application before commission" funding principle for the main measure will result in the simultaneous rejection of the bonus measure.
