Passenger transport licence - renewal
The passenger transport licence is generally valid for five years, after which it must be renewed.
Description
From 1 August 2021, the amendments to the Passenger Transport Act will come into force. From this date, a local customer certificate will no longer be required for the authorisation of passenger transport for taxis. Instead of the proof of local knowledge, a certificate of professional competence must be provided for the authorisation of passenger transport for taxis, hire cars and bundled on-demand transport.
- The extension of the passenger transport licence for taxis and cars in scheduled services will continue to be granted for 5 years without the presentation of a certificate of professional competence.
- Proof of specialist knowledge must be provided for the extension of passenger transport for hire cars.
- The contents of the certificate of professional competence have not yet been defined; the following transitional regulation applies for the time being:
The licence to carry passengers will be issued for a limited period of three years (instead of five years as previously).
The licence to carry passengers will be issued subject to the resolutory condition that it will expire if the holder does not submit the confirmation of proof of professional competence within one year of being commissioned by the body responsible for providing proof of professional competence. The start of the one-year period is determined by the date of authorisation.
You can apply for the renewal of your passenger transport licence in writing or online. To apply in writing, you must complete the application form in full, sign it and send it to us with the required documents.

Required documents
- Copy of identity card or passport
- If you have a German card driving licence, if you still have an EU card driving licence issued by another EU/EEA member state, you must first exchange it for a German card driving licence. Please also refer to the information under "Applying for an EU/EEA driving licence conversion".
- Passenger transport licence
- Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
- Certificate of medical examination for health suitability (form available for download)
- If you are already 60 years old at the time of renewal or if the renewal is to be valid beyond your 60th birthday, you will need a certificate of medical fitness examination, either from an officially recognised examination centre for driving fitness or from a company/occupational physician
