Conversion of EU/EEA driving licence
No transfer is necessary for driving licences from an EU or EEA country (Iceland, Liechtenstein, Norway) without categories C, C1, C1E, CE, D, D1, D1E and DE.
Description
The following licences must be converted
- temporary driving licences without categories C, C1, C1E, CE, D, D1, D1E and DE, if the time limit expires or has already expired.
- temporary driving licences with categories C, C1, C1E, CE, D, D1, D1E and DE if the temporary validity of one of these categories expires.
Notes on delivery/collection:
- The foreign driving licence may have to be checked for authenticity by the police. This check takes two to three weeks. During this time, you must surrender your driving licence. Whether it is necessary to surrender it will be checked during the application processing.
- The German driving licence is produced centrally by the Bundesdruckerei in Berlin. As soon as we receive it, you will be notified in writing. You can then collect your driving licence in person with your identity card or passport.
- You must hand in your foreign driving licence when you receive your German driving licence.

You can apply for the transfer in writing or online.
To apply in writing, you must complete the EU/EEA driving licence transfer application form in full, sign it and send it to us with the required documents.
Prerequisites
You are registered as having your main residence in Munich.
Required documents
For all driving licence classes:
- a copy of the page of your identity card, passport or foreign national passport showing your name, picture and ID number.
- Your foreign driving licence
- Translation of the foreign driving licence: If you have an EU/EEA driving licence, a translation is only required if it is issued in Greek or Cyrillic.
- Translations are offered, for example, by automobile clubs or publicly appointed and sworn translators.
- Proof of the duration of possession of the foreign driving licence
This separate proof is only required if the duration of ownership is not evident from the foreign driving licence - Confirmation of the first registration in the FRG
If your first registration in Germany was in Munich and you have lived here permanently since then, this confirmation is not required.
For C classes:
- Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
- Certificate of medical examination for health suitability (form available for download)
For D classes:
- Certificate of vision examination by an ophthalmologist or occupational physician (form available for download)
- If the validity does not extend beyond the age of 50:
Certificate of medical examination for health suitability (form available for download) - If you are valid beyond the age of 50:
Certificate of a medical fitness examination, either by an officially recognised examination centre for driving fitness or by a company/occupational physician
Note on the period of validity of certificates:
Not older than one year at the time of application:
- medical examination for health suitability
- Examination of health suitability by an officially recognised examination centre for driving suitability or by a company/occupational physician
Not older than two years at the time of application:
- Examination of eyesight by an ophthalmologist or occupational physician
