Promotion of photovoltaic systems (FKG)

Course description

no new applications for photovoltaic systems can be submitted from 18 December 2024. Applications that have already been submitted remain valid.

Funding is available for the new construction and expansion of permanently installed photovoltaic systems for electricity generation that are connected to the grid of the grid-operating organisation.

The subsidy rates can be found in the guideline that was valid at the time of your application.

Note on processing time

Currently approximately eleven months after uploading the documents (proof of utilisation submitted).

Prerequisites

You have submitted an application.

Required documents

If the application is submitted by an authorised person representing the applicant, the power of attorney form must be submitted.

After completion of the photovoltaic system, the following documents must be uploaded. In the funding portal, uploading these documents is called "Submit proof of use":

  • Proof of eligibility to apply. Example: A private individual who submits the application themselves must upload their ID card. For WEG, see WEG subpage.
  • Self-declaration of photovoltaic systems
  • complete invoices for materials and installation of the photovoltaic systems, stating the date the order was placed, the performance period and the exact manufacturer and type designations of the collectors
  • Letter from the Federal Network Agency (with registration number) as proof of the EEG commissioning date (https://www.marktstammdatenregister.de/MaStR)
  • For new buildings: Proof that the GEG is complied with without a photovoltaic system or proof of what proportion of the photovoltaic system's output has been counted towards compliance with the GEG. In addition, the signed form Declaration of performance requirement GEG must be submitted.
  • When applying for the supplements "Building-integrated photovoltaics and/or listed building requirements" and/or "Combination of PV green roof" and/or "Use of glass-glass modules", additional documents must be submitted, see checklist for photovoltaic systems.
  • for personal contribution: Declaration of personal contribution form
  • If the applicant is not the building owner: Declaration of consent from building owner form.

Duration and costs

Processing time

The construction measures applied for must be completed and the documents (proof of utilisation) uploaded within three years of the application being submitted.

Applications are processed in the order in which the utilisation references are received. It takes some time to check the documents (see note on processing time above).

If it is determined during the review that documents are missing or requirements have not been met, the applicant will receive a message via the funding portal requesting that the necessary evidence be submitted within a reasonable period of time.

Once the review of an application has been completed, a notification is issued. The funding is paid out eight to ten weeks after digital delivery of the funding decision via the funding portal.

The subsidy amount depends on the output of the system and the date of commissioning. Here are two examples:

1) System size: 5 kWp; EEG commissioning date: April/2024

Subsidy: € 2,825

2) System size: 45 kWp; EEG commissioning date: July/2024

Subsidy: € 14,705

Yes, photovoltaic systems installed by the customer are also eligible for funding. The subsidy rates in the guidelines apply. The subsidy amounts to a maximum of 30% of the eligible investment costs.
