Promotion of photovoltaic systems (FKG)

Description
Funding is available for the new construction and expansion of permanently installed photovoltaic systems for electricity generation that are connected to the grid of the grid-operating organisation.
A maximum of 30 per cent of the eligible investment costs are eligible for funding. The subsidy model for photovoltaic systems consists of a degressive subsidy (reduced every six months since 1 July 2023) for the system output and a subsidy for fixed costs that remains constant over time in the form of flat-rate grants. The subsidy rates can be found in detail in the guidelines.
According to the city council resolution of 18 December 2024, the subsidy for photovoltaic systems is suspended. It is no longer possible to submit an application. Applications that have already been submitted remain valid.
Note on the processing time
Currently around seven months after uploading the documents (proof of use submitted).

Prerequisites
You have submitted an application by 09.12.2024.
Required documents
If the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.
After completion of thephotovoltaicsystem,the proof of use must be created in the funding portal and the following documents uploaded to the funding portal:
- ID document of the applicant
- Self-declaration form for photovoltaic systems
- complete invoices for materials and installation of the photovoltaic systems, stating the date the order was placed, the performance period and the exact manufacturer and type designations of the collectors
- Letter from the Federal Network Agency (with registration number) as proof of the EEG commissioning date (https://www.marktstammdatenregister.de/MaStR)
- For new buildings: Proof that the GEG is complied with without a photovoltaic system or proof of what proportion of the photovoltaic system's output has been counted towards compliance with the GEG. In addition, the signedGEG performance requirement declaration form must be submitted.
- When applying for the supplements "Building-integrated photovoltaics and/or listed building requirements" and/or "Combination of PV green roof" and/or "Use of glass-glass modules", additional documents must be submitted, see checklist for photovoltaic systems.
- for personal contribution: Declaration of personal contribution form
- If the applicant is not the building owner:Declaration of consent form for building owner.
- For homeowners' associations (WEG):Resolution of the WEG on the application to the FKG regarding the measure(s) to be applied for

Questions & Answers
The authorisation to apply applies to owners of photovoltaic systems, i.e. tenants are also eligible to apply if they have paid for the photovoltaic system.
If the system owners are not the owners of the building on which the measure is to be implemented, written authorisation or a contractual agreement with the building owners must be provided to allow the measure to be implemented.
in the case of condominium owners' associations (WEG), the application is submitted by the property management company. The resolution of the WEG on the application to the FKG regarding the measure(s) to be applied for must be submitted with the proof of utilisation.
Individual flat owners in a condominium can submit an application, provided they submit a resolution of the condominium agreeing to the implementation of the measure. It is not necessary to submit the COA resolution if the part of the building on which the system is to be installed is owned separately by the applicant.
systems that are structurally connected to buildings, for example systems on terrace roofs and carports, are eligible.
The subsidy amount depends on the output of the system and the date of commissioning. Here are two examples:
1) System size: 5 kWp; EEG commissioning date: April/2024
Subsidy: € 2,825
2) System size: 45 kWp; EEG commissioning date: July/2024
Subsidy: € 14,705
Yes, photovoltaic systems installed by the customer are also eligible for funding. The subsidy rates in the guidelines apply. The subsidy amounts to a maximum of 30% of the eligible investment costs.
