If you want to build on a municipal property, you must comply with the ecological criteria catalogue of the City of Munich. We can advise you on this.

Description

The ecological criteria catalogue of the City of Munich contains generally applicable criteria for ecological construction and is mandatory for all construction projects on municipal land. It applies to commercial and industrial buildings as well as privately financed and publicly subsidised residential construction projects.

A two-hour, fee-based consultation at the Munich Building Centre is mandatory.

Contents of the two-hour, fee-based consultation at the Munich Building Centre:

  • Energy standard of the building (cubature, A/V ratio, energy index)
  • Thermal insulation of the building envelope (thermal insulation, windows)
  • Building services (heating, ventilation, cooling)
  • Use of renewable energy sources (solar energy)
  • Subsidy programmes

It is recommended that the following persons attend the consultation appointment on behalf of the property developer:

  • Owner or developer
  • Architect
  • Building services planner (if already commissioned)

The consultation is usually carried out by an architect and a building services engineer.

The consultation is not mandatory, provided that it is proven in the context of the submission and coordination of the ecological concept (with checklist) in the Department of Urban Planning and Building Regulations HA III/2 that a qualified specialist planner (e.g. energy consultant) is significantly involved in the building planning. If this is not the case, advice must be obtained from the Munich Building Centre. The decision on this lies with the Department of Urban Planning and Building Regulations. If the necessary advice is not obtained from the Munich Building Centre, the Department of Urban Planning and Building Regulations will not give its approval to the contractual partner municipal department.

Prerequisites

To arrange an appointment, please send the completed questionnaire, which asks for some basic planning information, to the Bauzentrum München. This is the best way to prepare for the consultation.

Please bring planning documents such as drafts, plans, energy requirement certificate to the consultation appointment.

Processing time

Appointments for counselling can usually take place within one to two weeks of sending the questionnaire.

Fees

  • For single-family houses and apartment blocks up to and including three residential units:
    240 euros plus VAT
  • For apartment blocks with four or more residential units and commercial buildings:
    360 euros plus VAT

If you want to construct a well to water your private garden with the groundwater, you must notify us at least one month in advance.

Water law permit - geothermal probe/ geothermal collector

A permit under water law is required for the construction of a geothermal system (probe, collector, baskets or similar) with groundwater contact.

Water permit - heat pump/ cooling system from 50kW

Anyone who extracts or infiltrates groundwater via a well and uses it to operate a groundwater heat pump or cooling system requires a water licence.

If you want to cut down a tree or make other changes to a tree in a landscape conservation area, you must submit an application.

Report tree damage (during construction work)

If trees are damaged without authorisation, owners or polluters can be obliged to restore or plant replacement trees.

Drilling indicator well - heat pump/ cooling system up to 50kW

Drilling for the construction of extraction and absorption wells for groundwater heat pumps or cooling systems must be notified in good time before drilling work begins.

Drilling and working in groundwater

Work that penetrates so deeply into the ground that groundwater could be encountered must be reported at least one month before the planned start of work.

Water law permit - rainwater infiltration in water protection areas

A permit under water law is required for the extensive infiltration of rainwater into the subsoil in a water protection area.

Completion of the replacement planting

If you have felled a tree, a replacement planting may be required as compensation. The completion of this replanting must be reported.
