Utilisation of animal by-products

If you require animal by-products for training or research purposes, you must register your requirements.

Description

Animal by-products may - unless they are disposed of - only be used in accordance with the legal provisions of Regulation (EC) No. 1069/2009. Exceptions may be permitted for research purposes and other specific purposes.

If institutions require animal by-products (e.g. bovine blood, pig eyes, closed pig hearts or similar) for the purpose of training or research, the need must always be notified. During the inspection by the district administration department for meat hygiene controls, a distinction is made as to whether the facility is a school or belongs to a company or university.

The City of Munich (Abfallwirtschaftsbetrieb München) has issued a general ruling for the use of category 3 animal by-products for schools in the city area subject to certain conditions. In these cases, no special authorisation is required for individual cases. However, the requirement must always be notified using the details below.

No category 3 materials will be issued without prior notification. An exemption authorisation applies to the institution, not to a private individual (e.g. the person collecting the materials).

Prerequisites

  • The school or institution to which the animal by-products are to be delivered is located in the city of Munich.

    Exception: The school to which the animal by-products are to be delivered is not located in the city of Munich. A general ruling for the use of animal by-products also applies at the location of the school, which will be submitted. In this case, animal by-products can also be registered and collected in Munich.
  • It is not the place of residence of the person collecting the animal by-products that is relevant, but the place where the animal by-products actually end up.

Required documents

An application or notification of need must be submitted informally and in writing (by e-mail, fax or post). The following information must be included:

Schools:

  • Name and address of the school institution (official letter with school letterhead/stamp)
  • Contact details of collector and applicant
  • What materials are needed?
  • Purpose (Why are these materials needed?)
  • When are the materials needed?
  • Schools outside the Munich city area (see requirements): Scan/copy of your own general ruling

Company:

  • Name and address of the organisation
  • Contact details of collector and applicant
  • Which materials are needed?
  • Purpose (Why are these materials needed?)
  • When are the materials needed?

After receipt of the application or notification of need, the documents will be checked and, if necessary, an exemption notice will be issued or the collection will be confirmed by the district administration department for meat hygiene controls (KVR-III/42). The applicants will be informed about the further modalities. The collection will be agreed between the applicant and the slaughterhouse in question.

A copy of the confirmation/exemption authorisation and the collection slip (attached to the confirmation) must be brought along for collection.

The fees for other facilities are 100 euros.
