Reformed health check-up for school enrolment
If your child is due to start school in September, they must first take part in the reformed school enrolment health examination (rSEU).
Description
If your child is due to start school for the first time in September 2028, they must attend a health check-up at the Health Department.

The reformed pre-school health check (rSEU) takes place in the penultimate year of nursery school. For your child, this will be between September 2026 and July 2027. Your child will not start school any earlier.
The examination begins for all children with a screening lasting approximately 60 minutes, carried out by a health and paediatric nurse (GKKP). This includes:
- a review of the child’s medical history and developmental progress to date
- a review of the yellow health booklet and the vaccination record
- a hearing and vision test
- measuring height, weight and head circumference
- assessing language development
- standardised, play-based tests of pre-literacy, pre-reading and pre-arithmetic skills
- vaccination advice, if required
A medical examination in addition to the screening is compulsory in the following cases:
- If there is no evidence of the most recent routine health check-up (U8 or U9).
- If the screening reveals indications of health problems or particularities in the child’s development.
- At the parents’ request (for example, in the case of a child’s chronic illness).
If the medical examination indicates that a repeat examination is required, this will take place in the year before the child starts school. Attendance at this is also compulsory.
Following the examination, you will receive a certificate of attendance for your child. This certificate must be submitted to the school by the start of term.
All examination results are subject to medical confidentiality.
Statistical data on the state of health and previous preventive measures (U-check-ups, vaccinations) of all children starting school across Bavaria is collected for the annual health report and for health policy recommendations. The data collected is analysed anonymously.
Important information
- Please arrive punctually for your appointment.
- The presence of a parent (or legal guardian) is required. A confirmation note for your employer can be issued.
- The examination will only take place if an appointment has been made.
- Please register at reception on the 1st floor (Room 109).
- If you or your child are unwell, please stay at home and arrange a new appointment.
Important note
Please note: From March 2026, all examinations will take place at Hackenstraße 12, 80331 Munich!
Required documents
- Yellow booklet (preventative health checks) showing that the U8/U9 checks have been carried out
- Vaccination record
- Completed medical history form regarding your child’s medical history (enclosed with the invitation)
- Completed questionnaire on your child’s daily routine at the nursery (enclosed with the invitation)
- If available: additional medical documents and aids (for example: doctors’ letters, developmental reports, severely disabled person’s card, glasses, hearing aids)
- Certificate from an ear, nose and throat specialist or an ophthalmologist (if your child has undergone a hearing or vision test in the last 3 months)
- Contact details of the nursery or other care providers/facilities, such as doctors or therapists (optional)
- If you and your child live abroad, we require a current medical certificate and details of your child’s current vaccination status.
- Should you register your place of residence outside Munich after September 2026, we will require a copy of the registration at your new address.
Questions & Answers
The examination serves to assess the child’s health and developmental status, as well as to advise parents, particularly in the event of health problems and/or developmental delays, including possible support or therapeutic measures.
- Children of school age: all children who will be six years old by 30 September 2028 (date of birth: 30 September 2022 or earlier), who live in the city of Munich and are not yet attending school. This also applies if the child is due to start school at a private or special needs school.
- Early-start children: children who will turn six after 30 September 2028 and are to start school at their parents’ request.
- ‘Corridor’ children: school-age children born between 1 July 2022 and 30 September 2022 who, at their parents’ request, are to start school a year later.
- Children to be deferred: school-age children who will turn six by 30 September 2028 but are to be deferred from starting school for one year.
Where possible, the medical examination takes place immediately after the screening. As we wish to set aside sufficient time for you and your child, it may be necessary to arrange a further appointment.
The medical examination is carried out at the Health Department by experienced paediatricians and lasts between 30 and 60 minutes, depending on what is required.
It includes:
- A review of your child’s medical history and development
- Physical/neurological examination, if required
- Assessment of linguistic, cognitive and psychosocial development
- A detailed discussion with parents about the findings and advice on possible next steps
- Where necessary, arranging support for parents, as well as interventions and therapies, in collaboration with the child’s paediatrician
- With the parents’ consent, contacting the primary school, nursery or other childcare facilities where appropriate
- If necessary, arranging a follow-up appointment in the year before the child starts school
We offer individually tailored appointments for children with developmental impairments resulting from physical, intellectual or psychological disabilities.
More time than usual is set aside for the assessment. If requested, a preliminary telephone consultation with a doctor and joint planning of the appointment can be arranged.
Please let us know when booking your appointment if you require the assistance of an interpreting service or a sign language interpreter.
In justified cases, an interpreting service can be arranged following a telephone consultation.
The examination takes place at Hackenstraße 12.
Please register on the first floor in room 109.
The Health Department is set to open a new centre in Freiham. This will provide families in the west of Munich with local access to health promotion services.
The examination venue is allocated based on the postcode of your registered address and will be communicated to you when you book your appointment.
When you receive a letter from the Department of Health stating that you should book an appointment. This invitation will provide you with all the information you need to book your appointment.
If your child does not take part in the pre-school health check-up, your details will be passed on to the Munich City Youth Welfare Office. The Youth Welfare Office will then need to contact you to find out why the check-up did not take place.
