Promotion of energy-efficient refurbishment advice (FKG)

Description
Funding is available for energy-efficiency refurbishment advice for existing residential buildings, with the aim of achieving a climate-neutral building.
The grant covers 90 per cent of eligible expenditure, up to a maximum of:
- €2,300 for detached and semi-detached houses
- €3,700 for residential buildings with between three and twelve residential units
- €5,700 for residential buildings with more than twelve residential units.
Important note
Applications for funding for energy efficiency refurbishment advice were accepted until 18 January 2024.
Applications submitted during this period remain valid.
Requirements
You have submitted an application by 18 January 2024.
Required documents
If the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.
Once the counselling has been completed, the proof of use must be created in the funding portal and the required documents uploaded to the funding portal. The documents to be submitted vary depending on when the application is submitted.

Questions & Answers
Applications are processed in the order in which the proof of expenditure is received. It takes some time to check the documents (see the note on processing times above). If the check reveals that documents are missing or requirements have not been met, you will be given the opportunity to rectify the situation. In this case, you will receive a notification via the grant portal asking you to upload the necessary supporting documents within a reasonable timeframe.
Once the review of an application has been completed, a grant decision will be issued.
The funding will be paid out eight to ten weeks after the funding decision has been delivered digitally via the funding portal.
The consultancy must be completed within a period of three years and the supporting documents (statement of expenditure) must be uploaded.
It is not possible to extend the duration of the application.
No. The grant scheme ceased to apply on 19 January 2024. Applications already submitted remain valid. No new applications can be made.
A building complex comprising several buildings or house numbers that are structurally connected and owned by the same person(s) is regarded as a single unit for the purposes of the FKG (see FKG Guidelines, page 7, as at 8 May 2023). The individual buildings may be situated on the same plot of land or on adjacent plots. They may be detached, or attached to one another on one or both sides.
- The application must specify all addresses (postcode, street, house number) of the building complex under consideration.
If several individual renovation roadmaps (iSFPs) existfor this building complex , these must be submitted together with a summary FKG supplementary report for the statement of use.
The following requirements must be met:
In every iSFP for a part of a building or an individual building , the FKG requirement for an EH55 or EH listed building must be met.
A summary FKG supplementary report must contain the following information:
- All addresses of the building complex, with a reference to the iSFP in which the part or individual building is covered.
- A summary of how solar thermal energy has been taken into account.
- A summary of how photovoltaic systems have been taken into account.
- A summary of how a district heating connection has been taken into account.
- A comparison of ‘step-by-step’ refurbishment and ‘refurbishment in one go’.
- Description and costs of the additional expenditure for each part or individual building.
- List of specific funding schemes for the property under consideration (Federal Government, Free State of Bavaria, FKG).
- Absolute CO₂eq emissions of the building complex under investigation.
- Specific CO₂eq emissions of the building complex under investigation (calculated as the sum of the absolute CO₂eq emissions divided by the sum of the usable floor areas of the participating sub-complexes or individual buildings ).
In the Guidelines for Federal Funding for ‘Energy Advice for Residential Buildings’ dated 31 May 2023, the Federal Ministry for Economic Affairs and Climate Action introduced, under point 7.3, a prohibition on cumulation with other funding programmes.
Please bear in mind that this is a federal funding programme and that the Department for Climate and Environmental Protection is therefore unable to comment on this matter.
