Licence plates for electric vehicles (e-license plates)

For certain electric vehicles, you can apply for a so-called e-licence plate for electric vehicles.

Description

With your online ID function, you can register or change the registration number of your electric vehicle to an e-licence plate online from the comfort of your own home under certain conditions.

If you no longer have your PIN for your online ID function, you can have a new PIN issued at any Citizens Office or apply for one online.

An e-licence plate is only issued on application.

When changing to an e-licence plate, a new licence plate may be issued due to the length of the previous licence plate.

The E licence plate can also be combined with a seasonal licence plate.

Prerequisites

possible vehicles:

  • Battery electric vehicles (BEV)
  • externally rechargeable hybrid electric vehicles (PHEV)
    In the case of hybrid vehicles, the CoC / EC certificate of conformity must show that the vehicle has a carbon dioxide emission of no more than 50 grams per kilometre driven or achieves a range of at least 40 kilometres using only the electric drive unit
  • Fuel cell vehicles

If you would like to apply for an e-licence plate online, you will need

Internet, technology and user account

  • stable internet connection
  • up-to-date browser, for example Chrome, Firefox, Safari or Edge
  • ID card with online function
  • ID card app 2 (available in any app store)
  • electronic residence permit (eAT) with activated online ID function and pin (if you need help with activation, please contact the office responsible for the eAT)
  • BayernID or BundID user account or private ELSTER certificate
  • the vehicle is registered to your company: ELSTER company account
  • Printer to be able to "drive off immediately" with the printed provisional registration certificate (for up to ten days in Germany)

Required documents

Online-capable vehicle documents:

For vehicles already registered:

  • allocated registration certificate part I (vehicle registration document) with scratch-off field for scratching off the verification code
  • allocated registration certificate part II (vehicle registration document) with scratch-off field for scratching off the verification codes
  • previous licence plates with security code (can be recognised by the QR code next to the state emblem)
    You will need new licence plates in any case, as the "E" comes after the previous identification number.

If you have already reserved another licence plate in advance:

For new vehicles:

  • registration certificate part II (vehicle registration document) issued by the manufacturer with scratch-off field for scratching off the verification code
  • CoC / EC Certificate of Conformity
  • eVB from your vehicle insurance company
  • IBAN for the direct debit authorisation for vehicle tax

Duration & Costs

Processing time

The online application usually only takes a few minutes. After payment, you will receive documents for immediate download. You must download these.

To be able to drive off immediately, you must print out the temporary registration certificate and place it behind your windscreen so that it is clearly legible. This is valid for 10 days from the date of the online registration application. In this case, you will receive your documents (ZBI, ZBII, stamp stickers) within the next 10 days.

If it is not possible to "drive off immediately", you will receive your documents within the next 3 days.

Please ensure that your contact details are correct. If there are any discrepancies or queries, the registration office will contact you in any case.

These fees depend on the basic type of registration (new registration or already registered vehicle).

Questions & Answers

Requirements on site:

  • You are registered as having your main residence in Munich.
  • For legal entities, commercial enterprises, tradespeople: Munich is the place of business (head office or branch)
  • You already have German vehicle documents for the vehicle. If not, you must observe the information on registering a foreign vehicle.

For vehicles already registered:

  • Registration certificate part I
  • Registration certificate part II
  • EC Certificate of Conformity (CoC)
  • Licence plates (for vehicles already registered)
  • For authorised representatives: written power of attorney (original) as well as ID of the authorised representative (original) and ID of the person granting the power of attorney (copy)

For new vehicles:

required documents on site:

  • Do you have a foreign passport without a signature? Then you can present a copy of the passport and a copy of the driving licence. The driving licence must contain a photo and a signature and you must be registered in Munich.
  • Identity card or passport
  • For legal entities, companies and associations: Extract from the commercial or association register (not older than 3 years from issue) and business registration
  • For minors: Declaration of consent from the legal guardian. If only one parent has parental authority, this must be proven by a custody order or a court judgement
  • In the case of guardianship for "official and administrative matters": Carer's identity card
  • For proxies: written power of attorney (original) as well as ID of the authorised representative (original) and ID of the principal (copy).
  • Declaration of consent from the vehicle owner that the authorised representative may be informed of the vehicle tax circumstances.
  • SEPA mandate of the vehicle owner/account holder (for purely electrically powered vehicles only required from 10 years of age)
  • eVB (electronic insurance confirmation)
  • EC Declaration of Conformity (COC) for vehicles with EC type approval
  • Registration certificate part II (previously vehicle registration document)

The "e-licence plates" are only issued on application. There is no obligation to apply for or replace the previous licence plates.


In the case of hybrid vehicles, the CoC / EC certificate of conformity must show that the vehicle has a carbon dioxide emission of no more than 50 grams per kilometre driven or achieves a range of at least 40 kilometres using only the electric drive unit. (For vehicles that were first registered by the end of 31 December 2017, the required range was at least 30 kilometres)

For hybrid vehicles without a CoC or EC certificate of conformity, a separate confirmation is required from the vehicle manufacturer or a testing organisation that the vehicle can be recharged externally, the CO² emissions are a maximum of 50 grams per kilometre or the range with electric drive is 40 kilometres.


It may be necessary to re-label the vehicle if the previous letter/number combination becomes too long due to the "E" after the identification number.

The E licence plate can be combined with a seasonal licence plate.

Export licence plate

If you want to take your vehicle abroad permanently, you need an export licence plate. This (international registration) can be issued for a maximum of one year.

Apply for a seasonal licence plate

Vehicles that are not used all year round can be given a seasonal licence plate for a predetermined period of the year.

Short-term licence plates are national licence plates that are only permitted for test and transfer journeys within Germany. They are valid for a maximum of 6 days.

Apply for a historic licence plate for classic cars

Vehicles that were first registered at least 30 years ago can receive a classic car licence plate, which is marked with an "H" at the end.

100 km/h sticker for authorised trailers

You can apply for a 100 km/h sticker for trailers if the suitability is proven according to the registration certificate or COC document.

Licence plate

If you want to have certain letters or numbers after the "M" or "MUC" on your licence plate, you can reserve a special number plate in advance.

Apply for a temporary licence plate

Short-term licence plates are national licence plates that are only permitted for test and transfer journeys within Germany. They are valid for a maximum of six days.
