Replacement driving licence - change of conditions and restrictions

If conditions and restrictions are changed or entered, or if the key number B96, B196, B197 is entered, you will need a replacement driving licence.

Description

Changes in health, such as an eye operation, may result in changes to the conditions and/or restrictions entered on the driving licence. In such cases, the driving licence authority must assess whether it is necessary to remove or retain the conditions/restrictions.
Conditions are personal restrictions that are entered on the driving licence, such as the wearing of a visual aid. Restrictions, on the other hand, are vehicle-related, such as the restriction to motor vehicles with automatic transmission due to physical limitations ("automatic").

You can only submit the application in writing or online.

Please complete the application form in full, sign it and send it to us together with the required documents.

Prerequisites

  • Your main residence is registered in Munich.
  • A condition or restriction entered on your driving licence has changed

Required documents

  • Fully completed and signed application form
  • Copy of identity card or passport
  • biometric passport photo
  • Copy of the previous driving licence
  • only for old driving licences (grey or pink) that were not issued by the Munich driving licence authority: a copy of the index card, which you can request by telephone from the authority that issued your driving licence. From there, the file card copy should be sent directly to the driving licence authority in Munich.

Additional documents:

  • If key number B196 is entered: Proof of driver training according to the model in Annex 7b Fev
  • If key number B96 is entered: Proof of driver training according to the model in Appendix 7a Fev
  • If key number B197 is entered: Proof of switching competence in accordance with Appendix 7 to the learner driver training regulations

You will receive these certificates from your driving school after completing the training.

In the event of changes to conditions/restrictions

depending on the type of conditions/restrictions on your driving licence, you will need a certificate from

  • an independent doctor (specialist medical report)
  • an officially recognised assessment centre or
  • an independent expert from a technical testing centre

Please always speak to the driving licence authority before having an expert opinion drawn up.

For example, you need an ophthalmologist's report to remove the visual aid from your driving licence; a mere eye test is not sufficient. You must be examined by an ophthalmologist who was not also a surgeon.

The file card transcript is a certificate of the driving licence data (driving licence class) that is registered about you with the driving licence authority.

No transfer is necessary for driving licences from an EU or EEA country (Iceland, Liechtenstein, Norway) without categories C, C1, C1E, CE, D, D1, D1E and DE.
