Under certain conditions, you may be exempt from the general identification requirement.
These are
- A guardian has been appointed for you with the task of "determining your whereabouts" or "all matters" (but not by temporary order)
- You are capable of acting or consenting
- You are likely to be permanently accommodated in hospitals, nursing homes or similar facilities
- You are unable to move about alone in public due to a permanent disability and/or mobility restrictions
You can only apply for exemption from the ID requirement once your ID documents have expired.
You will receive confirmation of your exemption from the ID requirement by post. This, in conjunction with the expired ID document, is primarily used for presentation to authorities and banks.
Travelling abroad is not possible with this confirmation.

Required documents
- completed application form (available for download) or informal letter
- Proof of illness, disability and/or mobility restriction (such as medical certificate, confirmation from care home/service, severely disabled person's pass, confirmation of care level/degree)
- for persons who can no longer provide a signature, this must be stated in the medical certificate
- for carers: Carer's pass and identification document of the carer
- in the case of authorisation: Power of attorney and identification document of the authorised representative
