Travel document for foreigners

If you do not have a passport or passport replacement, the Foreigners Office can issue you with a travel document for foreigners in individual cases.

Description

In principle, foreign persons must present a valid national passport. Whether it is unreasonable to obtain a national passport must be examined by the Foreigners Office in each individual case. The travel document can only be issued for the duration for which the residence title is valid. In the case of an unlimited residence title, the maximum validity can be issued.

Prerequisites

  • You are registered in Munich
  • You demonstrably do not possess a national passport or passport substitute and cannot obtain one in a reasonable manner
  • You possess a valid residence title

Required documents

  • Fully completed application form
  • Recent biometric passport photo
  • Written reasons why obtaining a national passport is unreasonable and supporting documents

To apply, use our online application or send us your documents and application by post. After we have checked everything, you will be given an appointment with us. In individual cases, further documents may be required.

  • Persons aged 24 and over: 100 euros
  • Persons under 24 years: 97 Euro
  • Children up to 12 years: 14 euros
  • For beneficiaries of subsidiary protection and resettlement refugees: 60 euros (persons 24 years and older); 38 euros (persons under 24 years): 14 euros (children up to 12 years)

Assistance under the Asylum Seekers Benefits Act

Asylum seekers who have little or no income receive economic assistance in accordance with the Asylum Seekers' Benefits Act (AsylbLG).

Health counselling for refugees

We offer health counselling by specially trained staff in accommodation centres. Our employees come to the accommodation centres for this purpose.

Residence permit for the asylum procedure

If you have submitted an application for asylum to the Federal Office for Migration and Refugees, you will receive a residence permit to carry out the asylum procedure.

If you are stateless, the Foreigners Office can issue you a travel document for stateless persons in individual cases.
