Anyone wishing to organise a raffle in public requires a permit. In a raffle, chances to win prizes are sold for a fee (raffle ticket).

Description

Permission is only granted to associations, foundations or other non-profit or charitable organisations recognised as charitable.

The new regulations of the government of Upper Bavaria will apply from 1 January 2018:

  1. Gambling with a gambling capital of up to €40,000 as well as lotteries must be notified to the municipality of the venue at least one week in advance.
    For practical reasons, the municipality should be notified at least two weeks before the planned date.
  2. In the case of a gaming capital of more than 40,000 euros, lotteries and lottery games must be notified to the Government of Upper Bavaria, Maximilianstraße 39, 80538 Munich.
  3. The notification must be made in accordance with the attached template from the Government of Upper Bavaria dated 5 October 2017.

The fee is one thousandth of the stake.

Flying lanterns, tea lights and balloons

You may release up to 500 balloons without authorisation. It is forbidden to release lanterns or tea lights throughout Bavaria.
