Settlement permit for civil servants

You have been a civil servant for three years and want to apply for a permanent residence permit.

Description

The settlement permit is an unlimited residence title that allows you to live and work in Germany without any time or place restrictions.

Civil servants are entitled to a settlement permit if they have been employed as a civil servant by a German employer for three years and hold a corresponding residence permit.

To apply and make an appointment, please use our online application form or send us your documents and application by post. After we have checked everything, you will be given an appointment with us.

Prerequisites

  • You are registered in Munich.
  • You have a recognised and valid passport.
  • You have been employed as a civil servant by a German employer for three years and have a corresponding residence permit.
  • Your livelihood is secure.
  • You have adequate health insurance.
  • You have sufficient living space for yourself and your family members.
  • You have sufficient knowledge of German (level B1) and basic knowledge of the legal and social system in Germany.
  • You have no criminal record.

Required documents

  • Fully completed application form
  • Valid passport or passport substitute
  • Biometric passport photo (you will find photo machines at the Foreigners Office)

Proof of civil servant status:

  • Certificate of appointment as a civil servant with a German employer

Proof of secure livelihood:

  • Proof of income for the last three months
  • Confirmation of employment (please use the confirmation of employment for this)
  • Declaration of livelihood

Proof of benefits such as parental allowance, child benefit, child supplement, childcare allowance, maintenance can also be enclosed.

Proof of sufficient health insurance cover:

  • Proof of type and scope of insurance
    Confirmation from the health insurance company that the insurance cover has been continuous and has not been cancelled in the meantime

Notes for privately insured persons:

  • The health insurance cover must correspond to the type and scope of statutory health insurance.
  • The health insurance cover must not contain any major exclusions of benefits.
  • In the event of illness, the insured person may not be required to pay a higher deductible than 300 euros per year for the insured benefits.
  • The health insurance cover may not contain a limit on the costs to be reimbursed in the event of illness or an expiry or cancellation clause with regard to a certain age.

Proof of sufficient living space and monthly costs:

  • Declaration of domestic community
  • For rented flats: Tenancy agreement stating the size of the flat in square metres and account statements showing the amount of rent or a housing certificate
  • For owner-occupied flats: Purchase contract stating the size of the flat in square metres and, if applicable, proof of instalment payments for loans and monthly housing benefit/house allowance.

Proof of sufficient knowledge of German and basic knowledge of the legal and social system in Germany:

  • Proof of successful participation in an integration course
    Or
  • Certificate from a German school, training or university degree
    Or
  • Certificate of German language proficiency according to the Common European Framework of Reference for Languages (CEFR) at least at level B1
    Or
  • other proof of language proficiency

  • Turkish nationals: 37 euros (from 24 years of age) or 22.80 euros (up to 24 years of age)
  • Costs for sending the electronic residence permit (eAT): 5.70 euros

Payment methods available

Questions & Answers

Your settlement permit is still valid even if your previous passport has expired and you have already received a new passport. You will need to show your old and new passport and your settlement permit(passport transfer).

As a rule, your residence permit expires if:

  • You leave the country for a reason that is not only temporary, for example:
    • Attending school abroad
    • Working abroad
    • Caring for a family member abroad
    • Marriage abroad
    • Settling abroad
  • You leave Germany and do not re-enter within six months or a longer period specified by the Foreigners Office (exception: you fulfil a compulsory military service in your home country and re-enter Germany within three months of completing it).
