If you would like to further develop tried and tested participatory projects and cultural education programmes, you can apply for this three-year funding.
Description
Based on the concept of cultural education for Munich, the City of Munich is now awarding funding for three-year cultural education projects and programmes totalling 450,000 euros for the second time. The application amount per project for three years is a minimum of 30,000 euros and a maximum of 75,000 euros.
Objective
The funding programme is aimed at
- participatory cultural education projects and programmes that have already been successfully tested
- experienced actors, associations or initiatives in cultural education who wish to reorient projects or programmes.
The funding is therefore aimed more at sustainability, quality development and assurance than innovation. This should enable applicants to not only implement projects over three years, but also, for example, to deepen cooperation and practical experience:
- Deepen cooperation and practical experience
- Stabilise networks and project structures
- Expand or renew concepts
- Broadening the range of programmes
- Advancing the qualification and further training of the team
Funding priority
For the 2023-2025 funding period, the funding focus is on the conceptual and strategic further development of participation in the projects and programmes. This may include, for example, involving extended target groups, creating new or low-threshold access to the programmes or further expanding the degree of participation and self-determination. Measures can concern the structure, organisation, methodology, conception or communication of projects as well as the qualification and further training of project teams.
Please describe in your application how you would like to develop the project or programme strategically or conceptually in this sense. Include the planned measures in the calculation of the project costs.
The next call for tenders for the funding years 2026 to 2028 will take place in 2025.
Prerequisites
Eligibility criteria
- Participatory projects and cultural education programmes for all age groups can be applied for.
- The organisers must be able to demonstrate that they are qualified to successfully implement the project.
- The project applied for must include project evaluation measures. The costs for this can be included in the overall calculation of the project.
- The projects promote central points of the concept of cultural education for Munich. The general funding guidelines of the Cultural Department of the City of Munich also apply.
Requirements for application
- Actors and organisations (associations, initiatives, networks, etc.) from the fields of culture, education and social affairs are eligible to apply
- The project or programme takes place in Munich and with participants from the greater Munich area
- The project or programme is designed to run for three years
- The calculation is balanced

Note on project calculation
Different amounts can be applied for in the individual budget years, but the amount of 30,000 euros cannot be exceeded in any one year.

Submitting an application
Submit the complete application documents once by post with the original signature on the form.
- If the project is approved, five meaningful project photos for press and public relations purposes should be made available to the City of Munich as soon as possible, but no later than with the final proof of use. Further information will be provided in the event of funding.
- The funding recipients undertake to participate in the overall evaluation of the funding measure by the Coordination Centre for Cultural Education, e.g. by answering a questionnaire.

Please submit the application and all attachments as originals (1x), in A4 format and only with paper clips if necessary (no bindings, transparent films, folders or project folders). Tip: Make a copy for yourself.
Projects that are carried out outside the city of Munich or in which no participants from Munich are involved and projects that have already begun at the time of application.
You are welcome to apply for additional grants (third-party funding) from other organisations (e.g. federal, state, foundations, etc.). Other funding from the City of Munich (e.g. from other departments) can also be included in the project. These funds must be clearly presented in the calculation (if necessary by means of an explanation).
How much funding (third-party funding) has been budgeted for, to which bodies has it been applied for, has it already been approved (= written confirmation). If they have been "applied for" and have not yet been approved in writing: Please explain in the project description how the shortfall will be made up if this third-party funding is rejected and how the project realisation will change.
The calculation must be meaningful, items must be specifically named (e.g. for fees: name of the person / task). The first year of funding must be calculated clearly and in as much detail as possible. Lump sums for fees cannot be recognised, so please state hourly or daily rates. A rough calculation is sufficient for the two subsequent years. When budgeting, please take into account an appropriate, fair fee level. - Costs for personnel and rent can only be funded if they relate to the project and the project period.
- No lump sums for "contingencies" or "miscellaneous".
- No imputed costs, i.e. no own, rent-free rooms, no fictitious rents, no depreciation.
- No expenses for which there is no legal obligation (e.g. tips, gifts, etc.).
Purchases of project-related tangible assets (technology, furniture, etc.) must be justified. The necessity and relation to the project must be comprehensible, especially for fixed assets over €800. At the end of the project, the funding recipients must explain what will happen to the project-related tangible assets and how they will be used. If the purchases are no longer used, the cultural department must be informed. In this case, the cultural department will decide on the further procedure.
Only genuine own financial contributions, i.e. cash that is reliably available. If you declare your own funds, these must be prioritised and used in full. Unpaid personal contributions/own funds are not to be included in the calculation. These can be: contributions in kind, provision of space and technology, etc., for which no financial resources flow and no receipts are available. Unremunerated own contributions/own resources can be presented in the project description and evaluated in terms of time and money.
Legal basis
The City Council's Culture Committee is expected to decide on the approval of funding in summer 2022 on the basis of a joint recommendation from the Cultural Department, the Department of Education and Sport and the Social Department. Information on possible funding is expected to be provided before the summer holidays. Applicants will be informed of the decision as soon as possible. We ask for your understanding that no statement can be made about rejection/funding until then.
