Filming authorisation - public traffic areas

If you use public paths, roads or squares for photo, film or sound recordings beyond the usual traffic conditions, you will need a filming permit.

Description

Filming on roads (with traffic closures)

  • During rush hour and on main roads, there is generally no authorisation for closures.
  • In less busy streets, full road closures may be possible in consultation with the Munich Police Headquarters. We will liaise with the police on your behalf.
  • You are obliged to inform neighbours about the closures and expected obstructions in good time.
  • Please refer to the information sheet with our guidelines for scenes with blue lights. The use of blue lights is only possible in connection with full road closures.

Filming in pedestrian zones

  • Filming (especially in the Marienplatz, Kaufingerstraße and Neuhauser Straße areas) can only be authorised outside of business hours. As a rule, filming is not authorised during business hours. In exceptional cases, filming can be authorised with minimal effort. Rails, superstructures or vehicles are not permitted.
  • If material is to be delivered by vehicle in pedestrian zones (outside regular delivery times), you must apply for a "pedestrian zone access permit".

Notes

  • If you want to keep access zones free for production vehicles, you will need permission to set up a temporary no-stopping zone (application under "Forms & Links").
  • If the filming takes place indoors, but equipment is set up on the pavement or on the street (spotlights, trailers), you do not need a filming permit, but a permit for special road use (application under Forms & Links).
  • Subsequent changes to the filming locations or times must be reported and additionally authorised.

Prerequisites

You do not need a filming permit if

  • You only film on pavements and in pedestrian zones and do not obstruct pedestrian traffic,
  • You only use a hand-held camera, shoulder camera, a maximum of one camera with tripod, microphone, sound boom, small portable hand lamps and reflectors,
  • You do not use any other aids or superstructures such as camera drones, cable laying, generators, spotlights, chairs, trolley cases or similar,
  • no more than 5 people are involved in the filming on location and
  • You are not filming any scenes that jeopardise public safety and order (such as extremist, violent or pornographic filming) or that impair the public's sense of security (such as the use of weapons, fights, loud shouting, threatening situations).

If the amount of filming exceeds the above-mentioned points, you must apply for a permit.

Required documents

  • fully completed application form (available for download)
  • MVAS certificate for the person named in the application and responsible on site
  • precise sketch of the filming location with exact dimensions and details of remaining widths
  • for planned road closures: completed declaration of commitment (available for download)
  • for subsequent changes: previous filming permit and application form with new locations and times

Duration & Costs

Processing time

We require ten working days to process the submitted application (by e-mail, fax, post or in person following a prior appointment) (from the time the application is submitted in full to the desired execution date).

  • The processing time is reduced to five working days if only low-cost filming is requested.
  • The processing time is also shortened if you already have a licence and you only need to extend or postpone the period.

  • We only calculate the total fees after the entire filming time has elapsed so that any changes to the number of days or closures can be taken into account. Therefore, please contact us after filming or if filming has not been completed.

Due to the regulations of the Federal Ministry of Transport and Digital Infrastructure and the Luftamt Südbayern, the use of drones in the city of Munich is only possible to a very limited extent.

If you are able to comply with the requirements of the implementing ordinance and require a take-off and landing area on public land, please contact the Film Service Office.

The responsible person on site named in the application for the work site must present this when submitting the application. A copy of the certificate must be enclosed with the application. The MVAS certificate serves as proof of the specialist knowledge required to secure work sites on roads.
